In Colombia, land tenure is particularly insecure for Indigenous peoples and Afro-Colombians who have been displaced by protracted conflict. The shelter response aimed to provide access to transitional shelter solutions for returnee Indigenous communities in an indigenous reservation with collective ownership. 

Key actions

The project coordinated with local organizations involved in Collective Reparation processes for support on culturally-sensitive transitional shelter solutions. 

With ICLA support, shelter actors assessed the regulatory context to understand the significant differences in the way Colombia’s constitution recognizes collective land rights for Indigenous and Afro-Colombian communities and ensure shelter solutions were adapted accordingly.
