Displaced Venezuelans in Latin America and the Caribbean (LAC) have largely settled in urban areas across the region, with rental arrangements from private landlords being one of the major sources of accommodation. In some LAC countries, such as Ecuador and Peru, most rental arrangements are confirmed with verbal agreements, resulting in high rates of eviction. The R4V strategy incorporated HLP considerations in rental assistance programming to strengthen tenure security and improve relations between renters and landlords.

HLP awareness campaigns aimed at landlords and renters focused respective roles and responsibilities, understanding terms of agreements and pathways for resolving disputes.
